The number that should worry every AI-infrastructure LP is 474 gigawatts against a queue that was 48 gigawatts in 2023 -- a tenfold jump ERCOT itself can't verify is real. If you're diligencing a data-center REIT or a power-purchase-agreement fund, ask for the split between signed, financed capacity and speculative queue position; Texas just told you regulators can't answer that question either. The gas-midstream trade Pulse flagged last week only works if the queue is mostly real.

Texas became the first major U.S. data-center hub to freeze new grid connections for the facilities, U.S. News reported, pending an investigation into how much of the state's request queue is real. ERCOT, the grid operator, is sitting on 474 gigawatts of data-center connection requests -- more than five times the state's own record peak electricity demand and roughly ten times what the same pipeline totaled in 2023.

That gap is the story. Pulse covered the political side of this fight last week, when President Trump called communities rejecting data centers "backwards and poor" as siting battles spread to five states. What's changed since then: it's no longer just local zoning boards pushing back. Texas -- the state that has courted data-center investment more aggressively than almost any other -- is now the one hitting pause, and for a technical reason rather than a political one.

Ghost demand, explained. The industry term is "ghost demand": developers file speculative interconnection requests at multiple points on the grid to hold a queue position cheaply, without a signed tenant, a financing commitment, or in some cases even a site fully under contract. ERCOT has no reliable way to tell a real 350-megawatt hyperscale campus from a speculative land banker's placeholder filing, so every request gets treated as real until the queue becomes unworkable -- which it now has.

None of this touches the roughly $10 billion of gas-midstream capacity Pulse tracked ONEOK and Williams committing to the AI buildout the same week -- that capital assumes the queue clears, not that it freezes. Whether most of the 474 gigawatts turns out to be real demand or ghosts remains to be seen, and until Texas finishes its audit, every AI capex forecast built on that number is a guess wearing a decimal point.
