474 gigawatts of requests against 5x peak demand tells you the queue itself was never a real capacity plan -- it was every developer filing for headroom simultaneously, which is exactly the kind of number that forces a state to freeze first and sort out real demand later. This is the single best argument for behind-the-meter power plays like Base Power and Valar Atomics I've seen all week: grid access just became the scarce input in Texas, and anyone who doesn't need the queue has a structural edge.

Abbott's order requires applicants to disclose tax break terms, expected power and water use, cooling operations, community impact mitigation and facility ownership before any new connection is approved.

Texas built its AI-datacenter reputation on light-touch permitting and cheap land, and this is the first time that posture has visibly reversed under grid-stability pressure rather than local opposition. The 474-gigawatt figure is a request queue, not committed generation -- many of those projects will never be built at the scale filed -- but ERCOT evidently judged the volume itself a planning risk large enough to warrant a state-level moratorium rather than case-by-case review.

Any developer with a private generation source -- gas, nuclear, batteries -- gains relative advantage the longer Texas's public interconnection queue stays frozen.

What to watch: how long the audit takes and whether it results in a capacity-based allocation system rather than first-come-first-served, and whether other high-growth data center states -- Georgia, Virginia, Arizona -- face comparable request volumes that could trigger similar moratoriums before their own grids reach the same stress point Texas just hit.
