Each facility carries 50 megawatts of critical IT capacity, will be moored beside an existing combined-cycle gas turbine plant, and is targeted for operational verification in 2028. The design uses non-evaporative cooling that consumes no potable water and discharges nothing into the surrounding waterway, with American Bureau of Shipping classification planned.
Mousterian CEO Min Suh said the contract "transitions our partnership from intent to execution." Samsung Heavy Industries CEO Sung-an Choi framed it as applying shipbuilding discipline -- factory construction, fixed schedules, marine classification -- to data center delivery.

Texas Governor Greg Abbott has paused new data center grid interconnections pending a state regulatory audit of connection requests, which means capacity that plugs into the public grid now sits in a queue of unknown length. A barge moored beside a private gas plant is a way to buy power behind the meter and skip that queue entirely.
Water is the second constraint being engineered around. Conventional evaporative cooling consumes millions of gallons annually, and municipal opposition on water grounds has already delayed projects in Arizona, Georgia and Texas. A closed-loop marine design removes the community fight along with the water bill.
The counterweight: 50 megawatts is small. A single frontier training cluster runs several hundred megawatts, and 2028 is two years out for what is described as initial operational verification -- a prototype, not a fleet. Nothing about cost per megawatt has been disclosed, and floating infrastructure carries hurricane exposure on the Gulf Coast that a Virginia data hall does not. Watch for a named tenant and a disclosed cost per megawatt; without both, this is an engineering contract, not capacity.
