Analysis
Microsoft opened preorders Wednesday afternoon at a San Francisco event for the Surface Laptop Ultra, starting at $2,599 and shipping Oct. 16, alongside the Surface RTX Spark Dev Box at $5,999, sold exclusively through Microsoft.com in the US with shipments beginning in November, according to MobileSyrup and Unite.AI. Both machines run on Nvidia's RTX Spark platform, built for local AI workloads rather than relying entirely on the cloud.
Two products, one pitch: AI that runs on the device
- Surface Laptop Ultra โ $2,599, ships Oct. 16: Microsoft's "builder tier" laptop, aimed at developers and power users who want serious on-device AI compute without a desktop workstation.
- Surface RTX Spark Dev Box โ $5,999, ships November: a compact, Nvidia-powered developer PC sold only through Microsoft.com, positioned as a dedicated local-AI development machine rather than a general-purpose laptop.

Alongside the hardware, Satya Nadella took the stage to announce what Barron's described him calling "the birth of the next generation of Windows agentic platforms." The centerpiece is "Hybrid Intelligence," a routing layer that decides whether a Copilot task runs locally or in the cloud. Microsoft showed a new GitHub Copilot capability that automatically routes AI prompts to local, on-device models when they can handle the task, falling back to cloud models when they can't, per MobileSyrup.
Answering Apple, competing with Nvidia's own ecosystem
The framing across coverage, including The Information's own headline, explicitly positions this as Microsoft and Nvidia "following Apple's breakout hit" with on-device AI silicon โ a direct nod to Apple's M-series chips, which have led the on-device AI narrative in laptops for several product cycles. Nvidia's RTX Spark platform also underpins other hardware beyond Microsoft's: The Verge reported the first Nvidia RTX Spark laptops from other OEMs cost up to $7,000, suggesting Microsoft's $2,599 starting price is meant to undercut that broader RTX Spark hardware tier, not just Apple.
What the headline misses: a $5,999 developer box and a $2,599 "builder tier" laptop are enterprise and prosumer products, not the mass-market Copilot+ PC refresh that actually moves Windows OEM volume. Local-model routing also depends on model quality catching up to cloud models for anything beyond narrow tasks โ until it does, "Hybrid Intelligence" is a cost-management feature more than a capability leap, and Microsoft hasn't disclosed what share of Copilot tasks it expects to shift on-device.
What comes next
Microsoft also previewed Copilot gaining more control over Windows search and file management, and said Meta's Muse app is coming to Windows โ signs that the next competitive front for AI PCs is less about chips and more about which assistant gets default control of the operating system.
