Nevada's Transportation Authority unanimously approved three permits Thursday allowing Tesla, Uber and Waymo to run commercial robotaxi service across Clark County, home to Las Vegas, TechCrunch reported. Combined, the three permits authorize deployment of up to 8,000 robotaxis over the next 12 months -- one of the largest single regulatory approvals for autonomous ride-hailing in the US to date.
Who got what
- Tesla -- permitted for up to 5,000 robotaxis, its largest authorized commercial fleet in any single market
- Waymo -- permitted for up to 1,000 autonomous vehicles, adding Las Vegas to a footprint that already includes Phoenix, San Francisco and Los Angeles
- Uber -- permitted for up to 1,000 robotaxis, which it will operate through partnerships with Hyundai subsidiary Motional and Zoox, rather than fielding its own autonomous fleet

Zoox separately already holds its own network company permit allowing it to run up to 100 robotaxis in the market, meaning Thursday's approvals bring the total number of companies with authorized robotaxi service in Las Vegas to four.
A reversal from days earlier
The scale of Thursday's approval is notable set against what happened just three days prior: Electrek reported that Nevada's DMV had capped Tesla's Las Vegas robotaxi fleet at just 10 vehicles, far below the 5,000 Tesla had requested. That earlier cap governed a separate supervised-testing permit process run by the DMV; Thursday's approval is a distinct commercial paid-service permit issued by the Transportation Authority, and the two processes evidently move on different tracks and timelines. The net effect is that a fleet capped at 10 for testing purposes one week can be authorized for up to 5,000 in commercial service the next, which says as much about how fragmented robotaxi regulation still is within a single state as it does about Tesla's specific readiness.
Authorized capacity is not deployed capacity
Tesla's own Cybercab chief engineer has already tempered expectations around the 5,000-vehicle number, saying the company would be "extremely happy and satisfied" to reach roughly 2,500 vehicles in Las Vegas over the next year -- essentially conceding the company doesn't expect to use half its authorized permit capacity in year one. That gap between what a permit allows and what a company can realistically manufacture, certify and operate matters for reading any of these numbers: Waymo's 1,000-vehicle Las Vegas permit, for instance, is roughly the size of its entire Phoenix fleet built up over several years, not a number the company is likely to hit immediately either.
The counterweight
A regulatory permit is not a deployment guarantee, and Nevada's own recent history -- DMV capping Tesla at 10 vehicles just days before the Transportation Authority approved up to 5,000 -- shows how quickly the same regulatory environment can produce contradictory-looking numbers depending on which agency and which permit type is being discussed. The safety and remote-operator staffing questions that have shaped NHTSA's ongoing scrutiny of robotaxi operators nationally don't disappear because Nevada issued a permit; actual fleet growth in Las Vegas over the next twelve months will depend far more on vehicle production, remote-assistance staffing and continued safety performance than on the ceiling this week's approval sets.
Several real risks still sit between this week's approval and vehicles actually operating at that scale. Tesla's own Cybercab chief engineer has already said the company would be "extremely happy" to field half its authorized 5,000-vehicle quota in the next year, and the DMV's separate 10-vehicle testing cap just days earlier shows how easily two agencies in the same state can reach contradictory conclusions. Approval can also be reversed: a serious safety incident, a staffing shortfall for remote operators, or a shift in NHTSA's posture toward robotaxi oversight nationally could see regulators revisit permits that took months to grant. None of the four operators has committed to a fixed deployment schedule, and critics of the permitting process note that authorized fleet size is not the same as vehicles actually on the street.
